I'm assuming that this is for the Preservation server. It is meant to be a true copy of how rs classic originally was, so adding new spawns would be against what we want the game to be. We do have a couple of clans in Preservation at the moment, and have had others in the past. I don't know about 2001scape. But anyone can make a clan and possibly a website or discord server for it. We just don't have an integrated in-game system for them in Preservation and 2001scape.
